The Baltimore Workforce Investment Board (BWDB), also known as the Baltimore Workforce Development Board, is a leadership body composed mainly of business leaders collaborating with labor, education, and philanthropy sectors to oversee and coordinate workforce development. The board maintains transparency and public involvement by providing access to bylaws, meeting minutes, event calendars, and requests for proposals, including opportunities like the one-stop operator for Baltimore City’s American Job Centers under the Workforce Innovation and Opportunity Act. The private company is based in Baltimore, MD. Administered by the Mayor’s Office of Employment Development, BWDB manages federal, state, and local resources to implement strategies that improve employment outcomes and support the local economy. BWDB operates through five key committees—executive, data, public policy, stakeholder engagement, and youth—each focusing on strategic decision-making, workforce data tracking, policy advocacy, employer responsiveness, and youth workforce development. The stakeholder engagement committee aligns workforce services with employer needs through initiatives like industry sector partnerships, while the youth committee empowers young people aged 16-24 by co-designing equitable, data-driven employment strategies and mobilizing youth assets. The youth committee also runs programs such as the Youth Leaders Internship Program and organizes community-centered events to celebrate youth leadership.
