Mr. Spencer O.
Perlman is a Managing Partner & Director of Healthcare Research at Veda Partners LLC.
He has worked for over 20 years in healthcare policy in the public and private sectors in Washington, D.C.
He has significant experience analyzing complex federal regulation and legislative actions affecting various areas of the healthcare sector, included Medicare payment policies impacting providers and payers, the implementation of major healthcare legislation such as the Affordable Care Act, and the movement by public and commercial payers from fee-for-service to value-based payments.
Prior to joining Veda, he co-lead the healthcare team at a Washington, D.C.-based broker-dealer where he provided investors with insight into regulatory and legislative actions affecting acute care hospitals, post-acute care providers, dialysis providers, clinical laboratories, health information technology vendors, managed care organizations, and pharmaceutical companies.
Earlier in his career, he spent 7 years as the President of a Washington-based government relations firm focused on providing high-level public policy analysis and legislative advocacy to numerous health care providers and biopharma companies.
He began his career as the Legislative Director for the Chairman of the House Appropriations Subcommittee on Labor, Health & Human Services, and Education.
He earned his B.A.
in history and English from the University of Michigan at Ann Arbor.
