Malcolm R. O’Neill

Dr. O'Neill is an independent consultant.
He recently retired as Vice President and Chief Technical Officer of Lockheed Martin Corporation.
He was a corporate officer reporting to the Chief Executive Officer and was responsible for exercising oversight for research, engineering, program management and technical integration functions throughout the corporation.
He provided staff technical supervision of approximately 60,000 engineers and scientists across all business units of the largest US defense contractor.
He was responsible for assessing performance of all key acquisition programs and for career development of several thousand Project Managers within the corporation.
He also directly managed corporate R&D activities, including long-term technology initiatives with General Electric Corporation and Sandia National Laboratories.
After retirement from the US Army, Dr. O’Neill joined Lockheed Martin in September 1996 and served as Vice President, Mission Success, Operations, and Best Practices in the Space Systems Sector until his selection as Chief Technical Officer in September 2000.
A native of Chicago, Dr. O’Neill graduated from De Paul University with a Bachelor of Science in Physics and received both a Master of Arts and Doctorate in Physics from Rice University.
He is a Member of the US Army Ordnance Hall-of-Fame, the Chairman of the Board on Army Science and Technology of the National Academies, a Member of the Board of Edmund Optics and an Honorary Fellow of the American Institute of Aeronautics and Astronautics.
