Barnes is currently the Director at the Office of Congressional Ethics, a Member at the Inter-American Dialogue, and a Council Member at the Washington Institute of Foreign Affairs.
Previously, he served as the Chairman of the Center for National Policy, Co-Chairman of the United Nations Development Programme, Co-Chairman of the Inter-Parliamentary Working Group, Chairman of the United States-Panama Business Council, and Chairman of the Washington Suburban Transit Commission.
He also held positions as the Lead Independent Director at Washington Gas Light Co. and WGL Holdings, Inc., Director at the Metropolitan Washington Airports Authority and the Washington Metropolitan Area Transit Authority, and Director at the Center for International Policy, Inc. Additionally, he was a Partner at Hogan & Hartson LLP and Arent Fox Kintner Plotkin & Kahn LLP, Senior Counsel at Covington & Burling LLP, and President of the Brady Center to Prevent Gun Violence and The Brady Campaign to Prevent Gun Violence.
He has also served as a Professor at American University and as a Commissioner at the Maryland Public Service Commission.
He holds a graduate degree from George Washington University and an undergraduate degree from The University of North Carolina at Charlotte.
