The Employers' Federation of Ceylon (EFC), established in 1929, is Sri Lanka’s national employers’ organization representing over 700 members across 21 industries and advocating for more than 800,000 employees. The private company is based in Rajagiriya, Sri Lanka. It serves as a voice for business on employment law, industrial relations, and labor policy, promoting social harmony through productive employment and cooperation among employers, workers, and government. EFC offers services including advisory support, industrial relations assistance, specialized HR and legal consultancy, training and certification programs, and plantation sector services tailored to regional plantation companies managing tea, rubber, coconut, and other crops. Its HR and legal solutions unit provides expertise in labor law compliance, occupational safety and health, HR strategy, policy development, talent management, employee engagement, and compensation consulting. The federation also delivers customized training, diversity and inclusion assessments, and outsourcing consultancies, collaborating with partners for financial restructuring, lean six sigma, business coaching, and leadership development. The organization promotes responsible business initiatives such as the skills passport for migrant workers and the employers’ network on disability, supporting employment and training for persons with disabilities through its disability training and resource centre, which offers accredited programs including sign language, computer literacy, entrepreneurship, and IT certifications. EFC conducts research and surveys on wages, benefits, employment trends, and disability inclusion, and provides data to members and stakeholders. It engages in advocacy, legislation updates, and national initiatives related to workplace guidelines.
